As a federally owned enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ has been operating in Timor-Leste since 1999 on behalf of the German Government and has implemented a number of projects in various fields such as economic development and employment promotion, peace building and civil conflict transformation in youth as well as administrative and technical support to the maritime sector. GIZ works in close cooperation with its Timorese governmental and non-governmental partners to reach jointly agreed goals.


We are looking for two (2) Advisors on Youth Promotion, Gender Equality and Community Engagement to work for Youth Promotion for Social Cohesion (YPSC) Project.


The overall goal of the project is to strengthen the capacities of actors working in the field of youth promotion and to enhance the capacities of young women and men to engage in civic initiatives and to prevent violence, especially violence against women and girls in four (4) Districts in Timor Leste: Baucau, Viqueque, Lautem and Dili. The project aims to:



  • Support young women and men to establish initiatives for civic engagement and violence prevention, especially prevention of violence against women and girls in formal and non-formal educational institutions

  • Strengthen the capacities of governmental and nongovernmental actors

  • Provide physical and virtual spaces for civic and political participation of youth and children, especially for young women and girls

  • Provide spaces for supervision and facilitated exchange between actors of the youth sector.


Position: Advisor on Youth Promotion, Gender Equality and Community Engagement. Duty Station: Baucau


 


A.     Responsibilities


The Advisor on Gender Equality and Community Engagement is responsible for:



  • Ensure the smooth implementation of the project in the eastern districts (on Municipality, Sub-Municipality as well as Suco and Aldeia level in close collaboration and cooperation with the Project Coordinator(s) and the principal advisor of the Project.

  • Support the close coordination with SSYS Focal Points in Baucau, Viqueque and Lautem, youth organization, women network NGOs, local network NGOs for the implementation of YPSC (related to prevention of domestic violence, youth initiatives in civic engagement as well as on sport for development

  • Support the development of the plan of operation

  • Support the implementation of selected project activities related to civic engagement, sports for development and civic engagement.

  • Provide support and supervision to the project’s partner organisations

  • Provide regular updates on the status of implementation to enable the Monitoring and Evaluation of the project

  • Keeping up a regular flow of information between the project, local authorities, young people (women and men) communities


          


B.     Tasks



  • Coordinates and conducts project activities and carries out other activities required for implementing the components in close collaboration with the principal advisor and the project coordinators on youth policy and the national plan to prevent gender-based violence;

  • Ensures that project activities fit into the national plan on violence prevention and the youth policy;

  • Ensures that training manuals used by project partners are up to date, particularly on prevention of gender-based violence against women and girls;

  • Support the selection and training of new youth promoters;

  • Is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other activities;

  •  Develops and maintains contact with all important stakeholders and ensures a regular flow of information;

  • Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of media, direct dialogue, meetings, seminars etc.;

  • Actively participates in formulating the operational plan of the project and ensures that the selected project activities contribute to the overall project strategy;

  • Implements daily operational aspects of all issues related to focus area;

  • Assists national and international consultants and development advisers in carrying out their work;

  • Provides translation services for international staff and consultants as necessary from local dialect to Tetum or to English

  • Updates the principal adviser routinely and proactively regarding the progress of the project activities;

  • Goes on repeated and extensive field visits to the regions when required;

  • Ensures that the project office runs smoothly;

  • Performs other duties and tasks at the request of management as and when required.


 


C.    Required qualifications, competences and experience


 


Qualifications



  • University degree in an area related to youth work, social sciences, educational science, or related field (equivalent to B.A. or M A.)


 


Professional experience



  • At least 5 years professional experience in a comparable position;

  • Work experience with the Government of the Democratic Republic of Timor-Leste and/or with other development cooperation projects or civil society organizations in the youth sector;

  • Experience in adult education formats and implementation of training activities and formats.


 


Other knowledge, additional competences



  • Strong organizational and managerial skills;

  • High level of self-motivation and self-organized working routine;

  • Outstanding communication and networking skills;

  • Strong analytical and reading skills;

  • Demonstrated understanding of youth structures in Timor-Leste;

  • Knowledge of the national policy to prevent gender-based violence against women and girls and or the youth policy

  • Creative and innovative thinking including the ability to identify and follow up on any initiatives or new ideas from young people

  • Experience in project implementation;

  • Facilitation skills and the ability to plan and implement interactive training are an advantage.

  • Excellent knowledge of the local situation in the eastern districts (geographical area, socio economic situation and cultural differences)

  • Good interpersonal and communication skills

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, internet) and computer applications (e.g. MS Office); Willingness to travel to district regularly;

  • Quick grasp of issues; analytical capabilities; ability to work under pressure and on stringent timelines.

  • Strong on community mobilization

  • Strong spirit of team work


 


Language Skills:



  • Good written and oral command of English and Tetum

  • Good communication skills in the local dialects ( Makasae, Waimua and Fataluku)
