Ai ba Futuru - The Partnership for Sustainable Agroforestry (PSAF) is a project jointly financed by the European Union and Germany. The project aims to increase the benefits of marginalised groups, especially youth (women and men), from better employment in agroforestry systems in rural areas of Timor-Leste.  The outputs are the following:

  • Output A: Increase the production and productivity of agroforestry systems;

  • Output B: Strengthen the capacities of actors along selected agroforestry value chains;

  • Output C: Improve market access for selected agroforestry value chains (wood production and processing, agriculture, fruits and vegetables);

  • Output D: Improve the institutional and organizational framework for the promotion of agroforestry.

GOPA, a German consultancy, was commissioned by GIZ. It is fully responsible for the implementation of Output A and contributing to Output B and C. The GOPA team is based in Baucau and operating in four municipalities: Baucau, Lautem, Manatuto and Viqueque. 
We are currently looking for a National Senior Expert for Value Chain Development and Marketing (female/male).

A.      Responsibilities
The expert for value chain development has a central role in the identification and development of agricultural value chains for smallholders and in establishing the link between different groups of actors including the smallholder farmers, governmental and non-governmental partners as well as private actors..
The tasks include the following:

  • Identification and development of agricultural value chains for smallholder farmers;

  • Identification of potential and economically sustainable agricultural and forestry value chains; development of these value chains together with small and medium farmers, state and non-state partners, as well as private actors, involving young people or peasants;

  • Coordination of the implementation of value chain related project activities in the four municipalities;

  • Interaction with state and non-state actors in agricultural production and value chain development in Timor-Leste;

  • Advice to smallholders and smallholder groups and cooperation with co-operative and / or private companies for the marketing of agricultural products;

  • Collection, management and use of statistical data in Timor-Leste;

  • Support to the monitoring and evaluation of project activities;

    • Support the international long-term experts in the conceptual development of Farmer Field Schools (FFS);  provision of inputs for agroforestry production; and  conceptualization and implementation of agroforestry value addition  measures

    • Facilitate to strengthen linkage between different actors working along the value chain;

    • Support the knowledge- and information management

The Expert will work as part of the project team in Baucau, with regular trips to the project’s intervention areas in Manatuto, Baucau, Lautem and Viqueque. She/He will report to the Team Leader of the project and work in close collaboration with her/his fellow team members.
B.      Required qualifications, competences and experience 

  • Master’s Degree in agronomy / agricultural economics or a related field;

  • Profound knowledge of governmental and non-governmental actors in the area of agricultural production and value chain development in Timor Leste;

  • Profound knowledge of and working experience (about 10 years) in the area of agricultural production and marketing of agricultural products in Timor Leste;

  • Profound experience in advising cooperatives and/or private companies concerning the marketing of agricultural products;

  • Data collection, management and use of statistical data in Timor Leste;

  • Knowledge in Monitoring and Evaluation;

  • Excellent knowledge of Tetum and English, both orally and written.

  • Sociocultural competence;

  • Partner oriented and efficient way to work;

  • Interdisciplinary thinking;

  • Demonstrated understanding of the concept of agroforestry and value chain development;

  • Experience in facilitating workshops and meetings;

  • Demonstrated excellent oral and written communications skills;

  • Excellent team building and interpersonal skills;

  • Very good computer skills

The following would be an asset:

  • Familiarity with GIZ processes, rules and regulations;

  • Knowledge of Indonesian, Portuguese and/or German.
