  1. Project Description


The vision behind United States Agency for International Development’s (USAID) investment in the tourism sector through USAID’s Tourism for All project is to promote Timor-Leste’s competitiveness as an international tourism destination while preserving its unique environmental and cultural heritage. The purpose of this activity is: to expand and improve Timor-Leste’s tourism offering using an inclusive and sustainable approach; to facilitate private investment and co-creation by working with government to establish incentives and obligations that are more private sector-friendly; to promote steady and sustainable tourism growth; and to safeguard and conserve the environment and social characteristics of Timor-Leste’s local communities.




2.    Purpose of the Position


The Local Tourism Priority/Advocacy Lead will work closely with government ministries, departments, and agencies to ensure a unified approach to national tourism development. Where fragmentation exists, s/he will work to find common ground and encourage inter-governmental cooperation. S/he will communicate frequently with public sector entities to ensure consistent and continuous messaging of project activities, objectives, and goals. Ultimately, as a result of the efforts of the Local Tourism Priority/Advocacy Lead, a unified approach to national tourism development will be established.




3.    Principal Duties and Responsibilities


The Local Tourism Priority/Advocacy Lead will concentrate on two specific implementation areas of USAID’s Tourism for All project. Activities will include the following:




·         Continually monitor changes to the national tourism portfolio and instigate strategies for supporting the Government of Timor-Leste to improve the enabling environment for tourism development.


·         Collaborate with the Chief of Party to produce and socialize a position paper of key barriers to tourism development, including advocating for the liberalization of the aviation sector and the renegotiation of Air Service Agreements.


·         Advocate for improved intergovernmental coordination at the national and municipal levels.


·         Collaborate in the development and monitoring of national and municipal level tourism strategies and action plans in collaboration with appropriate government departments.


·         Liaise on a regular basis key government departments and agencies affiliated with tourism.


·         Collaborate to review existing tourism laws, identify gaps, and promulgate new tourism laws.


·         Participate in political economy analysis training and learn how to utilize the approach for ongoing evaluation of effectiveness and efficiency of select counterpart institutions.


·         Support the establishment of a tourism observatory and e-library in partnership with a leading university of relevant government institution.




4.    Qualifications


The Local Tourism Priority/Advocacy Lead shall have the following minimum qualifications:


  • Degree in a relevant technical field, or equivalent combination of education and work experience.

  • Minimum five years of relevant experience in collaborating and working with the Government of Timor-Leste in various ministries, departments and agencies (particularly those related to tourism development is preferred).

  • Experience in public sector advocacy, cooperation and partnership.

  • Ability to solve complex problems and operate at advanced levels of leadership in the technical area.

  • Knowledge of USAID and its operations and/or other donor-funded programs preferred.

  • Demonstrated leadership, versatility, and integrity.

  • Excellent written and oral communication skills.

  • Fluency in English and Tetun.




5. Location of Assignment


Dili, Timor-Leste, with potential for travel to districts.




6. Timeframe and Level of Effort


This is a national long-term professional position.




7.  Reporting


The Local Tourism Advocacy/Priority Lead shall report to the Chief of Party.
