Health Alliance International (HAI) is an international, non-governmental organization that has worked continuously and closely with the Ministry of Health (MoH) in Timor-Leste since the country’s independence in 2002, strengthening the national health system, particularly in the areas of Maternal, Newborn and Child Health and Family Planning. Job Summary

HAI is seeking a Timorese national for the position of Project Manager to be based out of its Dili office. The Project Manager will be a highly motivated and dynamic individual to lead a new project focused on stopping gender-based violence in Timor-Leste. The Harmonia Project will work in Timor-Leste communities to bring together an inclusive, intergenerational coalition of community members to confront gender based violence in their communities. In addition, the Harmonia project aims to increase awareness, knowledge, sensitivity and counseling skills of health providers in support of victims of gender-based violence. The Project Manager will provide leadership for Harmonia Project staff and coordination and implementation of project activities. This demanding role is best suited to an experienced professional who has at least three years of experience managing projects in the health sector in Timor-Leste.  S/he is responsible for assuring that HAI’s activities are completed as planned and on budget, assists with trouble-shooting and problem solving to improve implementation and outcomes, and working with HAI M&E staff to assess program effectiveness. The Project Manager will be part of HAI’s Timor-Leste senior leadership team.



Project Management

·       Provide leadership and overall management of HAI’s Harmonia Project

·       Responsible for coordination and implementation of all activities for the Harmonia Project

·       In coordination with the Country Director and senior management staff, provide leadership to achieve technical, programmatic and administrative goals, ensuring a positive impact on HAI’s staff, program participants and beneficiaries

·       Work closely with the HAI Program Director and Senior Clinical Manager in order to link and integrate activities with HAI’s maternal, newborn and child health projects

  • In coordination with the Country Director and HAI Headquarters guide the development of annual work plans for the Harmonia Project

·       Maintain and coordinate strong communication with Country Director and HAI Headquarters for programmatic and administrative issues; follow HAI guidelines for management of resources, utilizing the HAI Administrative policies and procedures

·       In coordination with HAI Headquarters and Country Director, assure compliance with USAID rules and regulations

·       Responsible to manage program budget in coordination with Country Director

·       Work closely with external consultants and Program Performance Manager to develop Monitoring, Evaluation and Learning Plan, tools and database for the Harmonia Project in order to establish a system for routine monitoring and evaluation of project activities

·       Provide assistance to M&E Manager and consultants to carry out baseline and endline community assessments

·       Work closely with Program Performance Manager, Country Director and HAI HQ to develop an Operations Research plan for the Harmonia Project.


Personnel Management

·       Lead the recruitment and hiring of Harmonia Project staff

·       Assume overall responsibility for supervision of in-country Harmonia Project staff and on occasion students and/or interns.

·       In coordination with Country Director, conduct appraisals of assigned project staff and provide on-going support for professional development


Technical Support

·       Provide technical assistance when requested to Ministry of Health (MoH), the National Institute of Health (INS), and the Ministry of Social Solidarity and Inclusion (MSSI) officials and other appropriate agencies regarding the Harmonia Project

·       Participate in relevant technical advisory groups with counterparts/stakeholders

·       Assure technical competence of program staff as needed through available training opportunities

·       Work with Gender Specialist to assure project technical deliverables



  • Work with Country Director and HAI HQ to prepare program reports for donors and stakeholders as required

·       With Country Director meet regularly with USAID Mission staff to provide project updates as requested


Other Responsibilities

·       Perform other duties as asked by HAI Country Director to support the team 

·       Attend as relevant external meetings where HAI is invited

·       Participate in regular meetings of HAI’s Senior Management Team

·       Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all HAI policies, procedures and directives

·       Uphold and promote HAI’s commitment to Child Protection and Code of Conduct




·       Bachelor Degree in public health or other relevant area of study

·       Three to five years of health project management and/or violence against women project management experience in Timor-Leste

·       Excellent knowledge of and experience in the public health and/or development sector in Timor-Leste

·       Accomplished interpersonal, networking, communication and presentation skills

  • Strong understanding about gender equality and women’s empowerment

  • Availability and able to travel outside of Dili on a regular basis

·       Maturity with good interpersonal skills and the ability to work to deadlines

·       Organized, effective, creative, a team player, and highly motivated

·       Strong skills in human resources management, especially team building

·       Proficient in Microsoft Office programs

  • Ability to understand, comply and uphold all relevant HAI’s policies and standard procedures

·       Fluent in Tetum

  • English language proficiency (spoken, reading and written)



·       Previous experience working with international NGOs
