Senior Data Analysis and Database Officer: this position will manage the database and analyze all monitoring and evaluation data collected from the field. The Senior Data Analysis and Database Officer is responsible for maintaining the database up to date, cleaning and verifying the data, analyzing and preparing reports to ensure timely and accurate project information is available to project staff. The Senior Data Analysis and Database Officer will identify information to support the implementation of the project learning agenda, enabling data from the field to support evidence-based decision-making for improved programming.


The role requires a high level of professionalism, excellent numeracy and computer skills, attention to detail, good analysis skills and an ability to work independently with minimal supervision.


This position is based in Dili with possible travel required to field offices and data collection locations.

INTRODUCTION

CARE International in Timor-Leste (CITL) will implement a 5-year United States Department of Agriculture (USDA) funded program called HATUTAN1, to build a partnership between schools and their communities to improve literacy, learning, health and nutrition for children and adults in the municipalities of Ainaro, Ermera, Liquica and Manatuto. The project will partner with the Ministry of Education, Youth and Sports (MEYS) as the lead Ministry to strengthen pre-school and primary school performance in literacy, health and nutrition and support the full implementation of the government school feeding program.


 


PURPOSE OF THE POSITION


Senior Data Analysis and Database Officer: this position will manage the database and analyze all monitoring and evaluation data collected from the field. The Senior Data Analysis and Database Officer is responsible for maintaining the database up to date, cleaning and verifying the data, analyzing and preparing reports to ensure timely and accurate project information is available to project staff. The Senior Data Analysis and Database Officer will identify information to support the implementation of the project learning agenda, enabling data from the field to support evidence-based decision-making for improved programming.

MAIN RESPONSIBILITIES:


1.      Database Management


The Senior Data Analysis and Database Officer, under the guidance and supervision of the CARE USA technical support, will be responsible for the management of the project database. This will include:


 



  •  In collaboration with the M&E Specialist and CARE USA’s Senior M&E / Research Technical Advisors (Food Security and Education), develop and maintain the project database

  •  In collaboration with the M&E Specialist design, review and implement project’s monitoring data collection tools

  • Day to day management of the project database including regular backup of data, data cleaning, identification of inconsistencies in definitions, problem solving in uploading data from the field, etc.

  • Safe storage of non-anonymized datasets and anonymization of datasets shared with external parties, as per CARE’s child protection policy and guidelines on confidentiality and protection of vulnerable individuals;

  • Conducting quality control reviews and spot-checks to verify data submitted from the MEL Officer(s)

  • Support the training of MEL Officers in data collection and data entry and uploading;

  • Assist both quantitative and qualitative project researches, surveys and studies, including participation in the baseline assessment, supporting logistics, and retrieving data for any other special topic researches;

  • Support the project learning process using the database reports to share information with other project staff to improve the project implementation and sustainability;

  •  Assist the adaptation of data collection instruments to streamline the data entry and management process;

  •  Make sure that project database allows the project to extract information on CITL’s long term programs indicators and CARE’s global indicators.


 


2.      Data Analysis


 



  •  Identify trends in data, anomalies or unexpected results;

  •  Monitor the quality of data uploaded by individual MEL Officers and provide feedback to supervisors regarding quality of data reporting and identifying any training needs;

  • Carry out basic descriptive analysis of the data, tracking progress on activity implementation and output-level indicators;

  • Analyze project data to track progress on CITL’s long-term program indicators and CARE’s global indicators

  •  Identify and provide information/data to support the implementation of the project learning agenda;

  • Contribute to the completion of donor reports, by providing accurate data and analysis to be included in the reports;

  • Produce special reports to enable data from the field to support evidence-based decision-making for improved programming;


 


Other tasks


·         Prepare data charts for project managers, partner staff, presentations, quarterly reporting and any other special reports required;


·         Accomplish any other tasks as & when required as assigned by supervisor.


 


OTHER RESPONSIBILITIES:


 



  • To proactively participate in the staff evaluation (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;

  •  Engage in emergency preparedness, assist in any emergency response as required;

  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and

  •  Demonstrate an ongoing commitment to gender equality, diversity and child protection.


 


 


EXPERIENCE AND QUALIFICATIONS:


1. Completed a relevant undergraduate university degree;


2. At least five years of experience in database management;


3. Excellent numeracy skills and demonstrated knowledge of Microsoft Excel and/or Google Spreadsheets and other database software;


4. Desirable: Experience in working with electronic data collection and cloud-based data aggregation platforms;


5. Good skills in computer programming/coding is a plus;


6. Good time management skills, including the ability to plan and manage competing priorities to ensure timely completion of tasks;


7. Demonstrated problem solving, analytical and communication skills;


8. Demonstrated understanding of confidentiality regarding project data;


9. Experience of working with an International Non-Government Organization (INGO) desirable and a willingness to learn about CARE, gender equality and women’s empowerment activities.
