The Program


The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s goal is to strengthen social capital in Timor-Leste through strengthening services, increasing community engagement and linking civil society to decision makers to improve access to services. PHD supports sectoral investments in health, education, sanitation and water and mainstream nutrition, gender equality, disability and social protection.


The Government of Australia in partnership with the Government of Timor-Leste have invested significant resources to support the improvement of health outcomes for the people of Timor-Leste, particularly for women and children. Among the recent bilateral investments is Australia’s approximate AUD7.5 million per annum contribution (2016–2019), delivered through the Partnership for Human Development (PHD), which Abt International is implementing together with various health implementing partners. 


The Position


The International Consultant will manage and lead the development of an Options Paper to inform the design a new health program in Timor-Leste to improve functionality of primary healthcare services. This will include leading a team of consultants to facilitate the process, including completing the in-country consultations and the relevant field visits. The Options Paper will ensure that we bring together Timor-Leste’s and Australia’s joint resources in health to achieve the best impact in the context of Timor-Leste and it’s developing health systems.


 


The ideal candidate will have:


·         Masters level qualification in public health or other relevant area


·         15 or more years’ relevant professional experience in public health reform, preferably in a developing country


·         Demonstrated high level stakeholder engagement and strong interpersonal skills, with proven success engaging with government, development partners and other key stakeholders
