1.               Background
The vision behind USAID’s investment in the tourism sector through USAID’s Tourism for All project (Tetun: USAID nia Projetu Turizmu Ba Ema Hotu) is to promote Timor-Leste’s competitiveness as an international tourism destination while preserving its unique environmental and cultural heritage. The purpose of this activity is to expand and improve Timor-Leste’s tourism offerings using an inclusive and sustainable approach. The aim is to facilitate private investment by working with government to establish incentives and obligations that are more private sector-friendly, promote steady and sustainable tourism growth, and safeguard the environment and social characteristics of local communities. The Timor-Leste Strategic Development Plan 2011-2030 identifies five different tourism niches including: eco and marine, historical and cultural, adventure and sports, religious and pilgrimage, and conference and convention. While there are a variety of ways to characterize these niches, the project will focus on niches and products to augment receipts to the local economy.
 
The project is expected to learn from and adapt to changing circumstances throughout implementation, including market forces, which can result in shifts in selected niches or products when warranted. It will be important to consider both private sector investment on private land and also how to create favorable conditions for private sector investment in and management of public assets such as protected natural or cultural sites. Through USAID’s tourism project, Chemonics must implement the solution accepted by USAID that contributes to measurable improvements in receipts derived from the tourism sector in Timor-Leste.
 
2.                    Objective
The Grants and Training Assistant will support the Operations and Grants Manager in implementing the grants program under USAID’s Tourism for All Project.
 
3.                  Specific Tasks
The Grants and Training Assistant will fulfill the duties listed below:


 



  • Assist the Operations and Grants Manager in implementing the grants program ensuring that procedures in the Grants Manual and Management Plan are followed, including grants management policies, procedures, and practices.

  • Assist in training grantees in Chemonics and USAID best practices for grants design and implementation.

  • Provide policy guidance and interpretation for program staff as well as grantees.

  • Assist the Operations and Grants Manager in reviewing all grant proposals for contractual consistency, accuracy, and compliance with USAID regulations.

  • Follow-up with potential project grantees to fill out required grant documents and review documents and file checklists to ensure document completion and accuracy.

  • Assist with conferences, workshops, trainings, and other capacity building exercises relating to grants.

  • Maintain continuous communication with each grantee’s grants management representative as needed.

  • Label and maintain complete electronic and hard copy files for each grant under the project.

  • Initiate any in-kind procurement requests in accordance with Chemonics and USAID policies.

  • Draft appropriate documentation and/or provide information for procurement waivers/approvals for review by the Operations and Finance Director.

  • Facilitate grant monitoring and evaluation, if necessary and required.

  • Other duties as required.


 


 
4.                Qualifications


 



  • Minimum of 2 years of experience in grants and/or finances

  • Prior international donor experience preferred

  • Knowledge of USAID and its contractual and reporting requirements preferred

  • Ability to write and verbally communicate clearly and concisely in English preferred.

  • Organizational and prioritization skills

  • Ability to work both independently and in a team environment



5.         Supervision

The Grants and Training Assistant will report to the Operations and Grants Manager.
 
6.        Post of Assignment

Dili, Timor-Leste, with travel to districts
 
7.       Time frame and Level of Effort

This is a long-term support position.
