The Program


The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s vision is to improve the wellbeing of all people in Timor-Leste. It brings together, under one program, Australian Government investments in health, education, sanitation, water, nutrition, gender equality, disability and social protection.


The Position


The Gender Equity and Social Inclusion (GESI) Adviser will promote transformative approaches and lead in mainstreaming gender equality and social inclusion across the program, to improve access and equity to services for the people of Timor-Leste.  The GESI Adviser will oversee the Equity Access and Social Inclusion (EASI) team and provided technical assistance to:


  • Lead on cross-sectoral activities and support effective program development in gender, community engagement, disability and social protection; with most of the work to be mainstreamed through PHD’s health, education, nutrition and WASH programs

  • Provide support to PHD technical teams to ensure that GESI dimensions are systematically and effectively implemented across the program, including identifying risk and opportunities and lessons learned

  • Provide on-going skills development and mentoring support to the EASI technical team and sector leads to implement ideas and strategies.


The ideal candidate will have:


  • Relevant qualifications together with substantial experience (10+ years) in program management in gender and social inclusion, including design and practical project implementation

  • Demonstrated experience of leading effective GESI community and institutional initiatives that address service needs of rural populations, preferably in South East Asia

  • Strong understanding of theoretical frameworks and practical experience of using evidence in development, gender social research and analysis for multi-sectoral programs 

  • Proven results in mentoring and capacity development of program staff to increase the application of gender and social inclusion perspectives

  • Exceptional interpersonal skills in developing and maintaining relationships with internal and external stakeholders; together with excellent writing skills and providing high quality reporting.
