Position report to      Director of Finance and Administration. 

Contract Period 1 year with extension possibility 

Areas of experience required    Finance Areas, Accounting procedures, and Financial Management, Banking and cash management, Fund disbursement and adjustment, Project reporting review and analysis, Audit and project closure.

INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

Finance and Administration Manager 

Under the supervision of the Director of Finance and Administration, the Finance and Administration Manager will lead the operational support for a CITL project including supervising 3 staff, ensuring the financial management meets project/donor requirements and aligns with the accounting system in CITL and CARE USA. The F&A Manager will coordinate administrative functions in Dili office, liaise closely with operations and administration staff in the field offices to ensure it is effective and efficient, manage the HR support, ensure the IT needs and equipment and support any Internal/External Audits. This position is based in Dili, with some travel required to other field offices.

EXPERIENCE AND QUALIFICATIONS: Minimum Bachelors' degree in Accounting or equivalent preferably with recognized accountant qualification (CPA/CA/CMA) plus and/or minimum 8-10 years’ relevant work experience, preferably in an INGO; experience as a supervisor; high level of Tetum and English; experience with financial software (SUN highly desirable; MS Office); excellent numeracy skills; and high level of professional integrity, strong leadership and problem-solving skills.
 
OTHER RESPONSIBILITES

·         To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;

·         Engage in emergency preparedness, assist in any emergency response as required;

·         Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures; and

·         Demonstrate an ongoing commitment to gender equality, diversity and child protection

·         Actively involved in the GWG meeting.
