1.      Project Description


The vision behind USAID’s investment in the tourism sector through USAID’s Tourism for All Project (Tetun: USAID nia Projetu Turizmu Ba Ema Hotu) is to promote Timor-Leste’s competitiveness as an international tourism destination while preserving its unique environmental and cultural heritage. The purpose of this activity is to expand and improve Timor-Leste’s tourism offerings using an inclusive and sustainable approach. The aim is to facilitate private investment by working with government to establish incentives and obligations that are more private sector-friendly, promote steady and sustainable tourism growth, and safeguard the environment and social characteristics of local communities. The Timor-Leste Strategic Development Plan 2011-2030 identifies five different tourism niches including: eco and marine, historical and cultural, adventure and sports, religious and pilgrimage, and conference and convention. While there are a variety of ways to characterize these niches, the project will focus on niches and products to augment receipts to the local economy.




The project is expected to learn from and adapt to changing circumstances throughout implementation, including market forces, which can result in shifts in selected niches or products when warranted. It will be important to consider both private sector investment on private land and also how to create favorable conditions for private sector investment in and management of public assets such as protected natural or cultural sites. The project must implement solutions that achieve the outlined objectives and contributes to measurable improvements in receipts derived from the tourism sector in Timor-Leste.




2.      Purpose of the Assignment




The Communications Specialist (Local) is responsible for all reporting deliverables under the project as well as technical communications support for project implementation. S/He will oversee communications activities across the project geographic areas, local partners and grantees, and technical reports. S/He will be responsible for ensuring quality control of all project reports and deliverables to USAID and project counterparts.




3.      Principal Tasks and Responsibilities


The Communications Specialist (Local) will fulfill the duties listed below:


·         Implement the project communications strategy in coordination with the Chief of Party and technical team and in line with the project work plan to maximize project communications efforts and ensure lessons learned, innovations, and best practices are properly captured and shared.


·         Responsible for the delivery of success stories, presentation materials, posters, media outputs, videos, and other strategic communications materials.


·         Implementation of a national tourism awareness campaign.


·         Identify and address communication needs among all program activities and effectively report impact of interventions.


·         Ensure all communications materials are developed in compliance with the project Branding and Marking Plan as well as USAID’s branding and marking rules and regulations.


·         Respond to USAID data requests and additional reporting needs as requested


·         Other duties as assigned by supervisor.




4.      Qualifications


The Communications Specialist (Local) shall have the following minimum qualifications:


·         Bachelor’s degree (or comparable degree) in communications or related field or equivalent number of years of experience required; Master’s degree preferred.


·         Minimum of three years of progressively responsible work experience in communications and/or reporting.


·         Excellent written and oral communications skills in Tetum and English


·         Demonstrated ability to provide timely deliverables.


·         Demonstrated ability to effectively collaborate with project partners, government counterparts, USAID, and other donor-funded programs.


·         Knowledge of USAID marking and branding guidelines and style manuals preferred.


·         Knowledge of Microsoft Office required, particularly Word and Excel.


·         Knowledge of graphic design software such as InDesign preferred.




5. Location of Assignment




Dili, Timor-Leste, with occasional travel to districts




6. Timeframe and Level of Effort




This will be a local long-term professional position.




7.  Reporting


The Communications Specialist (Local) will report to the Chief of Party.
