Position:  Water Technician – Hamutuk Hadiak Nutrisaun Familia Project


Location: Viqueque Municipality


Reporting to: Project Manager           


Supervises: None


Position Purpose: The Hamutuk Hadiak Nutrisaun Familia (HaHaN) project has objectives to increase opportunities for marketable food production and increasing adoption of good nutrition and hygiene practices. The Water Technician is responsible for facilitating community participation in various aspects of the water component HaHaN Project according to ADRA Timor-Leste and donor guidelines and standards. The Water Technician will facilitate community action planning process and manage the construction and set up of water access points.


 Key Responsibilities


·       Facilitate Community Action Plan (CAP) processes that promote gender equality and inclusion of various community members including people with disabilities.


·       Coordinate with local leaders and GMF (Groupo Manajamento Facilidade) to mobilise community to help with construction


·       Assist in the design and planning of the water access points within the approved scope and budget.


·       Ensure that the water access points construction conforms to the design as planned


·       Supervise the drilling of manually-drilled bore wells and the plumbing and construction of water access points including the wiring of electric pumps.


·       Support the establishment, training and ongoing coaching of GMF.


·       Coordinate closely with SAS in Viqueque, and other relevant municipal and national stakeholders.


·       Coordinate with various stakeholders including project teams supporting CLTS latrine construction processes in communities.


·       Ensure the proper use, maintenance, and secure storage of equipment and materials.


·       Ensure the project is implemented within the duration, scope and budget of the approved proposal.


·       Maintain regular communication with the Project Manager and actively participate in weekly planning/review meetings with team members.


·       Act responsibly in the job assigned and practice good conduct according to the ADRA Values and Operating Principals, ADRA Timor-Leste Policy Manual, staff handbook, and Code of Conduct.


·       Represent ADRA Timor-Leste at meetings, and workshops related to the agriculture sector at local, national or international levels or as assigned by the Project Manager.


·       Undertake any other tasks that may be delegated by the ADRA Timor-Leste Project Manager that are in keeping with the scope of the role.

Education, Experience, and Competency Requirements


·       Degree in development, agriculture, or related field.

·       Experience working with community water projects

·       Technical skills in bore wells, plumbing and groundwater access.

·       Excellent interpersonal and facilitation skills

·       Strong initiative and ability to work independently and in teams.

·       Ability to facilitate inclusive and participatory group activities

·       Strong conflict resolution skills.

·       Experience working with NGOs an advantage

·       Valid motorbike license.
