Position Summary and Justification for the Role:

To’os Ba Moris Diak Program (TOMAK) is a A$25 million, 5-year agricultural livelihoods program funded by the Australian Government in Timor-Leste. Its goal is to ensure rural households live more prosperous and sustainable lives. TOMAK will achieve this through parallel and linked interventions that aim to:

-           Establish a foundation of food security and good nutrition for targeted rural communities.

-           Build capacity so these communities can confidently and ably engage in profitable agricultural markets.

Component 1 (Market System Development) promotes the development of commercial agriculture following a market system development approach, focusing on selected higher-potential value chains.

Component 2 (Food Security and Nutrition) promotes nutrition-sensitive agriculture (NSA) approaches to improve the availability and utilisation of nutritious food.

Gender is embedded in the planning, implementation and monitoring of activities across the Program, promoting gender equality and women’s economic empowerment.

The TOMAK Team Leader is responsible for leading program implementation according to the contract and annual plans agreed with DFAT in the head contract, and to deliver results in line with DFAT’s objectives. The Team Leader is tasked with providing high-level coordination with stakeholders on TOMAK’s approaches and issues, acting as the program point of contact and coordination for the Australian Embassy in Dili and assisting the relevant technical leads to engage with key partner Ministries and agencies, in particular the Ministry of Agriculture and Fisheries and the Ministry of Health (Nutrition Department).

The Team Leader provides oversight pertaining to activities under TOMAK’s two core Outcome areas (Food Security and Nutrition and Agricultural Market Systems Development), and quality assurance and compliance of all TOMAK outputs under the DFAT. The Team Leader leads the TOMAK team, oversights the appointment and performance of long and short-term advisers, and local partner sub-contracts.

As a complex, municipality-based, multi-year program, TOMAK requires high level expert experience and leadership to deliver its planned results.  The Team Leader role is pivotal to achieving this, and is responsible for driving the program team, performance and contract adherence.  The role will set strategic direction, maintain crucial relationships with the Government of Timor-Leste, DFAT, key international NGO implementing partners and other key stakeholders to ensure a responsive and consultative approach.
 
Duties and Responsibilities:

·       Lead the overall management and strategic direction of TOMAK, and ensure that it achieves its objectives and outcomes;

·       Lead the preparation of key outputs including Annual Plan, Progress Reports and Completion Report and other outputs as detailed in the program Contract, anticipating and driving changes in program direction as necessary throughout the evolution of the program;

·       Oversight the delivery of the monitoring and results measurement (MRM) plan and use results to improve programming. Liaise with DFAT’s M&E House to ensure the delivery of relevant results measurement information to feed into DFAT’s Performance Assessment Framework;

·       Review and quality assure all outputs that are submitted to DFAT;

·       Lead and build a strong and motivated team within TOMAK, ensuring appropriate capacity-building, mentoring and performance management;

·       Build effective coordination and communication strategies and productive relationships with DFAT, existing DFAT programs in Timor-Leste and other stakeholders, including Government of Timor-Leste agencies, development partners, NGOs, and the private sector;

·       Provide strong leadership on gender equity, women’s economic empowerment and inclusive development generally, and ensure compliance with DFAT’s policies. In particular, overseeing the mainstreaming of gender within the team;

·       Support best practice management and business processes and procedures within TOMAK, including planning, reporting, procurement, financial management, contracting and administration and ensure that they are carried out effectively, adhering to DFAT compliance policies;

·       Lead the identification, assessment and mitigation of risks, ensuring at all times that risks for DFAT are managed effectively;

·       Oversee the development and negotiation of agreements with advisers and sub-contracted organisations financed through the Flexible Fund;

·       Ensure that organisations and advisers contracted by the program fulfil their responsibilities, contributing competently to the achievement of program and DFAT’s objectives;

·       Ensure that the program builds a strong reputation in Timor-Leste and that DFAT ownership of the program is visible and acknowledged at all times;

·       Represent the TOMAK program at meetings, conferences and other forums when required;

·       Oversee the development of communications strategies to ensure that the work of the program is widely disseminated and represented in local and international development forums;

·       Build a strong understanding of Government of Timor-Leste policy areas that are relevant to the program team and delivery of the program.

Required qualifications and experience:

·       At least 15 years leading the design and implementation of complex rural economic and/or private sector development projects in the Asia-Pacific region, preferably DFAT-funded and with experience in Timor-Leste;

·       An outstanding performance history as team leader on DFAT projects, as evidenced by successive Adviser Performance Assessments;

·       Expert technical knowledge in at least three of the following areas: agricultural economics, market systems development, rural development, food security and nutrition, social and behaviour change communication with a strong understanding of cross-government coordination, and gender and women’s economic empowerment;

·       Post graduate qualifications in agricultural economics, rural development, market system development, food security or other relevant field

·       Demonstrated commitment to gender equality principles and ability to apply these within complex projects;

·       Demonstrated experience integrating a measurement approach within a complex program environment and producing a strong evidence base for results reporting;

·       Demonstrated capacity to lead and coordinate large, multi-location teams;

·       Demonstrated ability to develop productive relationships with critical stakeholders including national governments/departments, DFAT, other bilateral and multilateral funded programs.
