Project Title:  Climate-smart Resilience Opportunities through Post Harvest Storage (CROPS) Program

CRS Timor-Leste’s Livelihoods Program is expanding its programmatic work through this project to increase Food Self Sufficiency through post-harvest grain storage and rain water harvest introduction and access as well as implementation of climate smart agriculture initiatives.  It also builds on previous work to promote a Culture of Savings and Access to credit through the expansion of Saving and Internal Lending Communities (SILC).  CRS TL has been working on seed storage system development since 2011 and has started with grain storage system development in the CROPS project.  CRS TL is partnering with Mercy Corps on this OFDA funded project starting April 2017.  CRS works with rural famers in Baucau, Viqueque and Lautem.  The project focuses on behavior change training with rural farmers and use of both market-based and locally available materials for storage.  Behavior change trainings is on simple post-harvest handling and grain storage management practices to ensure high quality grain is stored and protected from losses.  Farmers will receive training on using appropriate and locally available technology for storing grain using hermetic storage technologies. 




Job Summary:


The Project Manager will dedicate 100% of their time to the management of the project. They will develop and lead a team of several staff in the sectors of Agriculture, Water Conservation, Savings and Lending and Monitoring and Evaluation to set and meet project targets.  This will involve providing technical guidance, mentorship, and coordinating the team to ensure all project activities are conducted on time and that learning is documented in a systematic manner.  The Project Manager is also be responsible for maintaining relationships with local non-governmental implementing partner organizations in the 3 districts.  This includes working with organizations to ensure consistent programmatic quality across all organizations and accurate monthly narrative and financial reports.




Specific Responsibilities


Staff Management


•             Supervise and mentor CROPS Agriculture Project Officers, SILC Officer, MEAL Officer.


•             Ensure performance management plans (PMP), development plans and coaching sessions are conducted on schedule


•             Work with staff to ensure quality monthly action plans are created every first week


•             Work with project team on all other tasks, duties and/or activities as necessary to ensure project success


•             Establish a team spirit with staff that encourages questions, working together, learning and innovation


•             Support M&E officer collection of monitoring data and help plan key evaluation events over the course of the life of the project 


•             Support Technical Advisor on technical aspects of seed management and storage, including finalizing training materials, contributing to behavior change material development with Mercy Corps 


Project Management


•             Ensure quality programming to accomplish  project goals, outcome and outputs


•             Lead Project Start-up workshop with local partners


•             Lead project detailed implementation planning and quarterly reviews encouraging partner participation, sharing of successes and obstacles and creation of innovative solutions


•             Management of project financial resources, including liquidation of partner advances, monitoring of project spending


•             Management of trainings activities of the project including with farmers 


•             Development and management of supply chain for storage units as needed and community input suppliers


•             Coordination, outreach and support to agro-input suppliers in 3 districts


•             Responsible for meeting all reporting requirements establish by the donor and SMILER (beneficiary accountability reporting, human interest stories, government updating)


Relationship Management  


•             Lead relationship with Mercy Corps team on all aspects of project implementation, training and reporting


•             Build strong working relationship with three local partner organizations including providing them project and organizational development support.


•             Establish relationship with private sector to development of supply chain with local venders and agro-input suppliers for storage and seed.


•             Coordination with partner staff to ensure timely execution of project activities, including trainings, data collection, reporting, and provision of inputs to project beneficiaries


•             Foster working relationships with relevant stakeholders from other NGO’s, community organizations, government line ministries and civil society organizations


•             Key point person for CROPS team with Dili teams including finance, administration and programming




Qualifications and Skills:


•             Educational background in agronomy, plant science, agricultural/rural development or related field. Bachelors or Masters preferred


•             Five to seven years work experience with NGO, government ministry, research organization or private sector in area of agricultural/rural development, community organizing and/or project management


•             Willing and able to work out of Baucau office full time and travel  50% of time


•             Proven ability to be an effective supervisor of staff of varying levels of responsibility with Strength in developing a team mentality amongst direct reports


•             Excellent communication and inter-personal skills


•             Demonstrated experience with participatory approaches to development, including capacity building of local institutions and an understanding of market dynamics. 


•             Attention to detail and an ability to work effectively under tight deadlines 


•             Strong oral and written communication skills in both Tetun and English


•             Strong computer skills and ability to produce quality reports and reliable data pertaining to measureable project results and an emphasis on evidence based programming.


•             Experience working in collaboration with government counterparts, donors, the Church, NGOs, and community-based organizations.


•             Commitment to improving the quality of life for the people of Timor-Leste, and the principles of Catholic Social Teaching.
