SUMMARY OF POSITION RESPONSIBILITIES


 


 


 


The Municipality Officer (MO) shall work with the Community Policing Support Program (CPSP) to lead the institutionalization of community policing (CP) within the PNTL in Bobonaro Municipality in accordance with CPSP’s long-term goal of imrpving safety and security in Timorese communities. In general, the MO’s main priority shall be to help transfer leadership and deepen institutionalization of CP activities, and in particular the Municipal Steering Committees and Community Policing Councils (CPCs), to the PNTL and other Municipality authorities in Bobonaro. This will be done in accordance with the transition plan to be agreed with the RDTL Government. The role of the MO will be to act as the Bobonaro liaison point between Dili-based CPSP staff and Bobonaro-based CP actors, and to take the lead in coordinating CPSP activities in that Municipality. The MO should ideally be an individual who is known to and respected by key Government officials within Bobonaro.


 


 


 


Responsibilities


 


The MO shall:


 


1.      Promote the institutionalization of CP rules, principles and practices within the PNTL in Bobonaro, including through


 


a)      facilitation of workshops on program learning outcomes to improve quality of CP management and implementation for the municipality


 


b)      support for PNTL officers to develop financial and reporting templates and other tools to improve management of CP activities


 


c)      Provision of technical advice to PNTL to improve its management of CPCs and CP strategies and conflict prevention funds in Bobonaro


 


2.      Develop and help facilitate agreement on a Municipality Activity Plan setting out the rate at which CPC will be established with, transferred to and funded by PNTL for the remainder of the Program


 


3.       Develop and help facilitate agreement on a Municipality Training Plan identifying training needs and schedules


 


4.      Provide technical support to the PNTL and Municipal Administration to lead and hold Municipal-Level Steering Committee meetings, ensuring the involvement of women, relevant PNTL representatives, Municipal Administration, Suco Chiefs, CPC representatives, as well as civil society and line ministry representatives


 


5.      Develop a strategy for prevention of conflict, crime and other security risks, working with all stakeholders to take responsibility for relevant prevention actions


 


6.      Provide regular updates to the PNTL, Municipal Administration and other local authorities on CPSP activities


 


7.       Provide policy advice to the PNTL, Municipal Administration and other local authorities on implementation of the Timorese model of CP in Bobonaro


 


8.       Conduct monitoring and evaluation of CP activities in the municipality, including through


 


a)      development of monitoring tools to regularly monitor the quantity and quality of resolution and referral of civil and criminal cases by CP actors at the Suco level.


 


b)      preparation of monthly activity plans and reports


 


c)      interviews and Focus Group Discussions with stakeholders


 


9.      Prepare accurate financial reports, in line with TAF regulations and policies


 


10.  Develop linkages with and implement learnings from other TAF programs working in Bobonaro


 


11.  Represent TAF at municipal level policing events


 


12.  Perform such others functions as may be necessary to ensure project implementation.    


 


Qualifications and skills:


 


The MO must have:


 


·         Experience in monitoring, evaluation and transfer of learnings to CPSP partners


 



  • High quality writing skills, and in particular an ability to


 



  • Write monthly narrative reports

  • articulate and convey program impact in writing of a publishable standard


 


·         Experience in financial management of program activities, including cash advances and reporting


 


·         Proficiency in use of computers, in particular Microsoft Word and Excel


 


·         A willingness and ability to work independently with initiative and under minimum supervision


 


·         Strong interpersonal, teamwork, networking and community fieldwork skills, including an ability to develop relationships and work with Government officials;


 


·         Strong skills of presentation and facilitation in Tetun


 



  • A motorbike licence 

  • A willingness and ability to undertake regular travel to all Sucos within Bobonaro.


 


 


 


Although not essential, the MO should also ideally have:


 



  • A university degree

  • Be based in or familiar with Bobonaro and, in particular, who have good relationships with Municipality officials

  • Be able to work in English

  • Work experience with an international organization.
