I.      Background


The Coalition for Diversity and Action (Fundasaun CODIVA) is a legally registered NGO in Timor-Leste that works to champion the rights of people of sexual minorities.

The organization was founded in 2011 as a network of MSM and Transgender community-based organizations in Timor-Leste, under a regional grant from the Global Fund, which focused its work on strengthening community systems to reduce vulnerability of HIV infections among MSM and Transgender communities.


II.      Role of the position


Budget Monitoring

·       Monitors budgets and finance expenditure of CODIVA, ensuring compliance with donors’ rules and regulations, keeping Executive Director informed and advised on actions for decision/follow up.

·       Provides support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.

·       Prepares and maintains records and documents for budget monitoring of program implementation.

·       Carries out transactions pertaining to grants for CODIVA such as registering grant allotments and tracking expiring program grants.

·       Responsible for the safekeeping of petty cash and proper use of the petty cash.



·       Facilitates the communications and workflow of the organization to enhance the efficiency and timelines of program.

·       Manages incoming and outgoing correspondence, e-mails and telephone calls.

·       Establishes and maintains the office filing and reference systems, both hard copies and digital.

·       Maintains CODIVA’s Facebook page.



·       Supports capacity development activities and workshops by making the logistical arrangements, through engaging with facilitators and vendors.

·       Arranges times through liaising with facilitators and participants over availability.

·       Prepares and maintains agendas on meetings and events. 


Invoice Processing

·       Responsible for collecting invoices and filing documents for approval and processing the invoices.

·       Uploads electronic files of the invoices and receipts to the system

·       Responds to vendor transaction status and other inquiries.   



·       Supports management of administrative supplies, office equipment, and updating inventory of items.

·       Monitors and supervises adequate and appropriate use of supplies. Ensure that services and maintenance of premises are in accordance with organizational standards.

·       Arranges for the purchase and timely distribution of office supplies.


III.     Key Qualifications


·       Be fully committed to the equal rights of LGBTI persons.

·       Have some knowledge on the background of CODIVA.

·       Completion of secondary education is required, preferably supplemented by technical or university courses related to the area of work.

·       A minimum of two (2) years of relevant administrative or clerical work experience is required.

·       Training and experience using MS Word, Excel and PowerPoint and e-mail.

·       Excellent administration, organizational and planning skills as well as basic financial understanding (i.e. documenting receipts).

·       Ability to deal patiently and tactfully with donors, vendors and visitors.

·       Fluent in Tetum and English both written and spoken.

·       Able to work in a team environment to achieve common goals.

·       Able to work effectively with people of different national and cultural background.

·       Eager to learn, with a can do attitude and able to retain and catch on information quickly.
