Employment status:                       Full-time, fixed-term to end June 2020. This is a national role with possibility for extension for one more year dependent on funding availability and performance.

ORGANISATIONAL CONTEXT 

ChildFund Timor-Leste is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations which assists more than 14 million children and their families in over 60 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government's overseas aid program.
 
ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia, and continues to work in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children's rights.
 
With a focus on maternal and child health, early childhood development, school readiness, youth empowerment and protection, and child rights, ChildFund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and add value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities. ChildFund Timor-Leste is working with rural communities to build a new, stable and prosperous future for what is one of the world's youngest nations.

PROGRAM INFORMATION 

ChildFund Pass It Back is an innovative Sport for Development program led by ChildFund in partnership with World Rugby and Asia Rugby that delivers an integrated life skills and rugby curriculum for children and young people in disadvantaged communities across Asia. 

The program is operational in 4 countries in the ASEAN region and Timor-Leste began in July 2018, covering three sub-districts of Liquica Municipality.  More information can be found atwww.childfundpassitback.org

JOB PURPOSE AND REPORTING STRUCTURE

The ChildFund Pass It Back MCO reports to the ChildFund Timor-Leste Youth Project Manager.  The ChildFund Pass It Back MCO oversees all aspects of Measuring Change (monitoring and evaluation) specifically around reporting, working closely with implementing partners, with the ChildFund Pass It Back Regional Office and the ChildFund Pass It Back Operations Officer.

Additionally, the ChildFund Pass It Back MCO will ensure all relevant stakeholders at national, municipality and sub-district levels are provided with impact and learning data from the project, including Coaches.

POSITION SUMMARY:

The ChildFund Pass It Back MCO will ensure all Measuring Change (monitoring and evaluation) protocols are followed ensuring quality, consistency, and timeliness in data collection, data management, report submissions and data anaylsis and presentation for operational use.  These protocols will be defined by the ChildFund Regional Office, in support of organisational development effectiveness commitments.

KEY AREAS OF RESPONSIBILITY 

1) PROJECT MANAGEMENT SUPPORT



  • Take responsibility for supporting the implementing partner to effectively utilise Measuring Change protocols to agreed standards;

  • Ensure compliance of Measuring Change protocols;

  • Ensure timely and accurate data management, entry and analysis in-line with Measuring Change protocols and the needs of the ChildFund Pass It Back Regional Office;

  • Attend and contribute to monthly ChildFund Pass It Back team and Coach meetings.



2) TECHNICAL SUPPORT



  • Develop a detailed understanding of the curriculum and Measuring Change tools;

  • Lead the collection of required qualitative and quantitative data to agreed standards in-line with agreed protocols;

  • Undertake additional qualitative monitoring and evaluation as agreed;

  • Ensure timely and accurate provision of data;

  • Produce output and qualitative data reports as part of Quarterly Reporting requirements;

  • Train coaches to conduct Measuring Change activities;

  • Advise on tools that need improvement and maintain version control of all Tetum language tools;

  • Ensure lessons learnt are shared across partners and communities;

  • Ensure that all measuring change protocols are followed including survey work, most significant change stories, case studies and focus group discussions;

  • Ensure that Tetum Measuring Change language resources are fit for purpose.



3) PARTNERSHIP SUPPORT         



  • Provide agreed Measuring Change capacity building support for the implementing partner including sourcing specific expertise within and outside the organisation as required;

  • Ensure Measuring Change reporting requirements are met by the partner;

  • Ensure the partner engages at a capacity-appropriate level in Measuring Change activities.



5) RELATIONSHIP BUILDING, REPRESENTATION AND COORDINATION



  • Establish and maintain a good working relationship with project partners and relevant Timor-Leste Government organisations to mobilise participation in local community development activities to ensure the smooth implementation and quality of project activities relating specifically to data collection and sharing;

  • Support/directly contribute to the process of enhancing the representation and empowerment of partners in project management and implementation in accordance with the program and organisation's strategy;

  • Promote policy advocacy to create favorable pathways during project implementation, with an emphasis on sharing financial resources, contributing to the sustainability of future project interventions;

  • Look for and establish new partnerships with units and organisations that are relevant to ChildFund's fields of work;

  • Develop strong relationships with Coaches across the program;

  • Develop relationships with other Measuring Change staff across the program.
