CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

CARE International in Timor-Leste (CITL) will implement a 5-year United States Department of Agriculture (USDA) funded program called HATUTAN[1], to build a partnership between schools and their communities to improve literacy, learning, health and nutrition for children and adults in the municipalities of Ainaro, Ermera, Liquica and Manatuto. The project will partner with the Ministry of Education, Youth and Sports (MEJD) as the lead Ministry to strengthen pre-school and primary school performance in literacy, health and nutrition and support the full implementation of the government school feeding program.


Capacity Building Specialist (budget planning, financial management and procurement): Based in Dili, this position will design and implement training for municipal government officials and school administrators to improve skills in management, financial reporting and logistical planning to support the effective delivery of the school feeding program.

The role requires a high level of professionalism, effective interpersonal skills, maturity and tact with an ability to work confidentially and appropriately with others across a diverse team and a variety of training participants.


             Planning and Research:

·         Assist the Policy and Advocacy Manager to design and implement the initial study of the school feeding program (SFP) including the identification of areas for training;

·         Use the findings from the SFP study and project baseline to create capacity development action plans for municipal government officials, outlining specific areas requiring more robust collaboration between ministries and including milestones, timelines, and monitoring and mentoring plans;

Implementation and Application of Learning:

·         Design and lead targeted trainings and mentoring sessions for municipal government officials and school administrators to develop fundamental budgeting, planning, monitoring and reporting skills aimed at increasing the efficiency of SFP budget acquittals, funding requests, and timing of disbursements and school commodity deliveries by the GOTL;

·         Support municipal government officials to directly manage devolved responsibilities from Ministry of Education, Youth and Sports (MEYS) for managing the SFP and pre-primary schools;

·         Design and lead targeted training for central school administrators to prepare budgets and procurement plans for infrastructure improvement proposals;

·         Support field teams to provide technical assistance to school administrators for the preparation of monthly meal calendars, monitoring and reporting procedures including timely budget acquittal, and transparency accountability measures to build community confidence in how school funds and resources are used;

·         Assist field officers to provide PTA members training in procurement and budget monitoring to enable them to fulfil their role in monitoring of the school feeding program and effectively participate in school governance;

Other tasks

·         Contribute to staff training to help develop staff skills in budget planning, financial management and procurement using assessment results and feedback from school personnel or community members;

·         Be proactive in identifying risks of fraud on the part of staff, partners or beneficiaries and supporting spot-checks and investigations as needed;

·         Accomplish any other job as assigned by supervisor



·         To proactively participate in the staff evaluation (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;

·         Engage in emergency preparedness, assist in any emergency response as required;

·         Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and

·         Demonstrate an ongoing commitment to gender equality, diversity and child protection.


1.       Minimum Bachelors' degree in Finance, Accounting, Administration, Management or equivalent and a minimum 5-6-year relevant work experience, preferably in finance, administration, management, logistics, procurement, and/or proposal development;

2.       Proven skills in training and facilitation;

3.       Ability to assess training participants’ skills in logistics, financial management and reporting and provide targeted training to small groups of people and one-on-one mentoring based on the needs of the participants, with minimal supervision;

4.       Ability to explain complex concepts in simple terms with pragmatic examples;

5.       Excellent interpersonal skills and communication skills in both Tetum and English;

6.       Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;

7.       Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities; and

8.       Fully conversant in Microsoft Office with knowledge in Microsoft Word, Excel and excellent numerical skills.
